European Commission President Ursula von der Leyen has issued a formal statement in response to the United States’ decision to impose universal tariffs on imports, including those from the European Union.
Her remarks come following President Donald Trump’s announcement of sweeping new trade restrictions, which have drawn concern from key global partners.
Von der Leyen described the US move as “a serious blow to the world economy” and warned that the consequences would be far-reaching. “I deeply regret this decision,” she said. “We should be clear about the immense consequences. The world economy will suffer massively, uncertainty will rise sharply, and protectionism will be triggered anew.”
She said the impact of the tariffs would not be limited to the transatlantic relationship. “There will be serious consequences for millions of people around the world, including the most vulnerable countries, which are already subject to some of the highest US tariffs. These new measures will only make their situation worse.”
Von der Leyen acknowledged flaws in the international trading system, adding that she agreed with the US President on some key points. “I agree with President Trump that others are taking unfair advantage of the current rules, and I support efforts to make the global trading system fit for the real global economy.”
However, she rejected the use of tariffs as a solution, calling instead for renewed dialogue. “Let me be clear: turning to tariffs — as a first or last resort — will not fix the problem. That is why, from the beginning, we have been prepared to negotiate with the United States to remove the last barriers to transatlantic trade.”
At the same time, she made clear that the EU would not remain passive. “We are prepared to respond. We are already finalising the first package of countermeasures in response. And we are closely monitoring the indirect effects. Europe cannot absorb global overcapacity, and we will not accept dumping on our market.”
Von der Leyen said that European unity would be central to the EU’s position. “If you take on one of us, you take on all of us. We will stand together and we will stand up for each other. Unity is our strength.”
She stressed that the tariffs would have a direct and negative impact on consumers, businesses, and supply chains. “Tariffs will hurt consumers worldwide. Prices for food and medicine will rise, transport will become more expensive, and inflation will increase. From the first day, there will be disruption to supply chains and greater bureaucracy. Businesses, especially small and medium-sized enterprises, will face growing costs and uncertainty.”
In response to the tariffs, the Commission has announced new measures to support key sectors. “Last week, we limited the amount of steel that can be imported into Europe without tariffs. This will give more breathing space to our strategic industries. We are also launching strategic dialogues with the steel, automotive, and pharmaceutical sectors to assess the consequences and formulate further responses.”
Despite the tense situation, von der Leyen indicated that a negotiated outcome remained possible. “There is an alternative to confrontation. It is not too late to address concerns through negotiation. That is why our Trade Commissioner, Maroš Šefčovič, is in permanent contact with his US counterpart. We will continue to work towards reducing — not increasing — trade barriers.”
The Commission President concluded by emphasising the EU’s commitment to fair, rules-based trade. “Europe stands together — for business, for citizens, and for all Europeans. And we will continue to build bridges with all those who, like us, care about fair trade on a rules-based foundation.”
She added: “Europe has the largest single market in the world — 450 million consumers. It is our anchor in turbulent times. And Europe will stand by those directly affected — workers, businesses, and communities. We are ready.”
