Germany’s government has announced plans to bolster security checks for personnel working in sensitive sectors of government and industry in response to a surge in espionage activities.

The Interior Ministry revealed draft legislation on Wednesday aimed at enhancing screening procedures, particularly for staff involved in critical infrastructure and high-level government positions. This move reflects heightened concerns over spying activities, primarily linked to Russia and China.

The tightening of security protocols follows an alarming rise in suspected espionage, with Russia’s invasion of Ukraine in 2022 serving as a key catalyst, alongside growing concerns about Chinese spying. German Interior Minister Nancy Faeser highlighted the gravity of the situation, stating that the threat to Germany’s democracy from espionage and sabotage has reached “a new dimension.”

“Russian aggression in Europe has fundamentally changed the security landscape,” Faeser warned. “Germany is now a focal point for intelligence services from other nations.”

She emphasised the need for closer scrutiny of individuals entrusted with sensitive tasks and confidential information in sectors vital to the nation’s security.

Several high-profile espionage cases involving Russia have rattled Germany in the past year, prompting the government to re-evaluate its security measures. Faeser emphasises the importance of safeguarding critical infrastructure by carefully vetting individuals in key positions.

Strengthened Screening for Critical Roles

The proposed legislation introduces stricter screening measures for personnel working in sectors crucial to national security, including IT, communications, and essential infrastructure such as railways and power grid control centres. It also targets top government positions, extending to the Chancellery, federal ministries, and the Office of the Federal President.

If passed, the bill will mandate thorough background checks, including scrutiny of candidates’ online behaviour and any potentially problematic statements made on social media. The goal is to prevent extremists from infiltrating sensitive areas and undermining Germany’s democratic institutions from within.

“We will not allow extremists to sabotage our democratic constitutional state from the inside,” Faeser affirmed, highlighting the urgency of addressing internal threats amid increasing foreign espionage efforts.

Spy Scandals Fuel National Security Fears

Germany has experienced several high-profile espionage incidents, further amplifying the need for enhanced security measures. In one notable case, a former German intelligence officer was accused of sharing classified information with Russia, exposing that Berlin had access to details regarding Moscow’s mercenary operations in Ukraine.

Chinese espionage is also a growing concern. In April, an aide to a far-right Alternative for Germany (AfD) member of the European Parliament was arrested on suspicion of spying for Beijing. These developments have heightened the urgency for tighter security checks, particularly for individuals in sensitive roles across government and business sectors.
