Romanian authorities have proposed suspending the operation of TikTok in the country amid allegations of electoral manipulation during the recent presidential elections. Pavel Popescu, Deputy Chairman of Romania’s telecommunications regulator ANCOM, called for the ban to remain in place until investigations into the platform’s role in influencing voters are concluded.
According to Digi 24, Popescu made the announcement on Wednesday, emphasising the urgency of the situation. “I request that, starting from tomorrow, 28 November 2024, TikTok’s operations on Romanian territory be suspended until state institutions complete their investigation into the manipulation of the electoral process,” he said. Popescu also confirmed he would initiate official procedures to enforce the suspension.
Concerns About TikTok’s Role in Elections
The first round of Romania’s presidential elections saw independent far-right candidate Călin Georgescu emerge as the frontrunner. Georgescu’s campaign resonated strongly with younger voters and Romanians living abroad, largely due to his significant presence on TikTok. This has raised questions about the platform’s influence and transparency during the election period.
Romania’s National Audiovisual Council (CNA) has also expressed concerns. On Tuesday, the CNA urged the European Commission to investigate TikTok’s role in shaping public opinion during the election. Valentin Alexandru Jucan, Vice President of the Council, alleged that the platform’s algorithms disproportionately amplified content favourable to Georgescu. He further criticised TikTok for lacking transparency regarding sponsorship and funding for political advertisements.
Jucan stated, “We suspect that TikTok’s algorithms were designed to boost materials supporting a specific candidate, compromising the fairness of the electoral process.”
Calls for Broader Accountability
The controversy has extended beyond Romania. The leader of the liberal political group in the European Parliament has called on TikTok CEO Shou Zi Chew to testify before EU legislators. The aim is to address mounting concerns about the platform’s role in elections not only in Romania but across Europe.
This follows growing scrutiny of TikTok globally for its data practices and potential for political manipulation. Critics argue that the platform’s lack of transparency regarding its content algorithms and advertiser affiliations makes it a risk to democratic processes.
Implications for the Platform and Election Integrity
If implemented, the suspension of TikTok in Romania would mark a significant escalation in efforts to regulate social media platforms’ involvement in elections. It would also spotlight the broader issue of digital interference in democratic processes, particularly through platforms popular with younger audiences.
The proposed suspension reflects a broader trend across Europe, where governments are increasingly wary of the influence of foreign-owned social media platforms. Earlier this year, the European Commission launched new initiatives to combat disinformation and enhance transparency in online political advertising. These initiatives aim to ensure fair competition and informed decision-making during elections.
Georgescu’s Campaign and Social Media Reliance
Georgescu’s campaign strategy has been notably reliant on TikTok, where he garnered significant support among young Romanians and expatriates. Analysts suggest that this demographic played a crucial role in his strong showing during the first round of voting. However, the heavy reliance on the platform has intensified suspicions of algorithmic manipulation.
Popescu and other Romanian officials have stressed the need for transparency and impartiality in online campaigning. “Ensuring the integrity of our electoral processes is paramount,” Popescu remarked, adding that the current allegations demand thorough investigation to restore public confidence.
Future of Social Media Regulation
The unfolding situation in Romania underscores the need for robust regulatory frameworks to govern social media platforms’ roles in political contexts. The case has amplified calls for EU-wide policies to address disinformation and safeguard election integrity.
TikTok has not yet issued a public statement addressing the allegations or the proposed suspension. However, with mounting pressure from Romanian and EU officials, the platform may face intensified scrutiny in the coming weeks.
As the investigation unfolds, its findings could have far-reaching implications for how digital platforms operate during elections, both in Romania and across Europe. The case also raises broader questions about balancing free speech with the need to protect democratic institutions from undue influence.
