Russian security officials and military leaders are advocating for an escalation in the war in Ukraine, rejecting the possibility of peace negotiations, according to a report by the Institute for the Study of War (ISW). Despite significant losses and minimal territorial gains, these officials reportedly continue to press for intensified military efforts.

Call for Escalation Over Negotiations

ISW analysts highlight that influential Russian figures believe heightened military activity is the only path forward. They argue that seeking a negotiated settlement to the ongoing war is not a viable option. This perspective persists even as Russia faces a diminishing pace of territorial advances, with the average daily gains in December 2024 reduced to approximately nine square kilometres. This follows months of heavy losses during the preceding autumn.

The report notes that while Russian President Vladimir Putin has tolerated high casualty rates to achieve limited tactical gains, the military leadership may become increasingly resistant to sustaining such losses if battlefield progress continues to stagnate.

Proposals for Partial Mobilisation

In response to the ongoing challenges, Russian security officials are reportedly advocating for partial mobilisation efforts. This would involve calling up additional reserves to bolster manpower and replenish the country’s strained military resources. These proposals reflect the broader consensus among Russian elites and security officials to intensify military efforts rather than de-escalate.

Western Support for Ukraine

Meanwhile, Ukraine’s Western allies have reaffirmed their commitment to supporting the country during a meeting of the Ukraine Defence Contact Group held at Ramstein Air Base in Germany on 9 January. During the session, participants announced new military aid packages and emphasised their dedication to strengthening Ukraine’s defence capabilities.

Internal Discontent in Russia

The ISW report also underscores growing dissatisfaction within Russia’s security and political circles regarding the protracted nature of the conflict. Some officials express frustration with Putin’s perceived reliance on half-measures, suggesting that a more aggressive approach is necessary. Despite this push for escalation, analysts caution that Russia’s primary challenge lies not in manpower shortages but in its inability to regain operational mobility on the battlefield.

Broader Implications

The Kremlin’s apparent intent to further militarise Russian government and society suggests a long-term commitment to sustaining the war effort. This aligns with broader strategic goals to strengthen military control domestically, despite the significant economic and human costs of the conflict.

While calls for escalation dominate discourse within Russian leadership, the ISW report highlights the strategic miscalculations inherent in this approach. Without addressing its fundamental challenges, including operational limitations and waning morale, Russia’s ability to achieve its objectives remains questionable.
