Deputy Foreign Minister of Russia Sergey Ryabkov has made it clear that Moscow does not view a ceasefire in Ukraine as a step towards lasting peace but rather as a temporary measure that could lead to renewed hostilities.
His remarks, made during an interview with Russian state media, cast doubt on US efforts to secure an agreement, despite recent statements from President Donald Trump’s administration suggesting that a peace deal is within reach.
Russia Rejects Quick Settlement
Ryabkov acknowledged that the United States appears eager to secure a ceasefire but warned that such an approach, if not tied to a broader settlement, would only serve to delay further conflict. “A ceasefire without a long-term settlement is a path to a swift resumption of hostilities and an escalation of the conflict, with serious consequences, including for US-Russia relations,” he said. “We do not want this.”
Despite Washington’s efforts, Moscow has shown no indication that it is willing to compromise. Instead, Ryabkov’s comments suggest that Russia remains focused on ensuring any agreement aligns with its strategic objectives rather than securing an immediate end to the war.
Riyadh Talks Undermine Hopes for Peace
Ryabkov’s remarks come after high-level talks between US and Russian officials in Riyadh on 18 February. The discussions, which notably did not include Ukraine, were aimed at reducing tensions and laying the groundwork for future negotiations. However, Ryabkov made it clear that the meeting did not bring clarity regarding the US peace plan being promoted by the Trump administration.
Meanwhile, US special envoy Steve Witkoff had recently claimed that Washington was “very close” to reaching a peace agreement to end the war. Moscow’s latest statements, however, suggest that Russia does not share this assessment. By insisting that any ceasefire must be part of a long-term solution—on Russia’s terms—the Kremlin appears to be positioning itself to prolong the war rather than seeking an end to it.
Moscow’s Strategy: Delay and Escalate
Ryabkov’s warning reflects a broader Russian strategy of managing diplomatic engagement without making meaningful concessions. From Moscow’s perspective, a ceasefire that does not meet its political and security demands is of no real value. By rejecting a short-term pause in fighting, Russia is sending a message that it remains committed to its military objectives, regardless of diplomatic pressure.
This stance directly contradicts the Trump administration’s claims that a negotiated peace is within reach. While Washington appears eager to claim progress in ending the war, Russia’s latest statements indicate that any deal will be shaped by its terms, not by external diplomatic efforts.
No Clear Path to Resolution
As diplomatic talks continue, it remains uncertain whether the US approach will yield results. Moscow’s insistence on a long-term settlement—without committing to immediate de-escalation—suggests that negotiations will remain difficult.
The absence of Ukraine in the latest discussions further complicates matters, raising questions about whether any agreement can be effective without direct Ukrainian involvement.
Despite public statements from the Trump administration about the possibility of a peace deal, Russia’s actions indicate otherwise. By refusing to engage in a framework that could lead to a durable resolution, Moscow is making it clear that, for now, it remains interested in prolonging the conflict.
