China has recently implemented regulations governing the information accessible through AI language models. These regulations stipulate that AI models must align with the policies of the Communist Party of China and the philosophy of the country’s leader, Xi Jinping.
The Financial Times reports that the National Internet regulator and censor of China, the Cyberspace Administration of China (CAC), is introducing additional regulatory measures to control the information that can be obtained using artificial intelligence (AI).
Specifically, the regulator demands that providers of generative AI embody “core socialist values” and asserts that the generated content cannot “undermine state power.”
Representatives of the Chinese government are also developing a language model based on AI that will understand the philosophy of China’s leader, Xi Jinping, known as “Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.” This model will be capable of creating reports, answering questions, and translating from English to Chinese.
Currently, the model operates under the supervision of the CAC, but there are plans to eventually grant access to users, according to sources cited by FT.
Technological giants such as Baidu and Alibaba ensure that their AI models strictly control generated content related to Xi or other potentially sensitive issues.
To assist developers in ensuring compliance with state policy, the Chinese Cybersecurity Association, a non-profit organisation affiliated with the CAC, released in December the first public database with 100 million records of “high-quality and credible data” regarding China, Xi Jinping, and socialism with Chinese characteristics. This database is intended for use by groups in training models.
The training set largely relies on government decrees, political documents, reports from state media, and other official publications, according to portions analyzed by FT.
This move by China reflects a concerted effort to align AI development with the country’s political ideology and to ensure that AI technologies serve the interests of the Communist Party and its leadership.
It also underscores the increasing importance of AI in shaping and disseminating information, and the potential implications for freedom of expression and access to information in China.
