Estonian Prime Minister Kaja Kallas Poised to Become EU’s Chief Diplomat

Estonian Prime Minister Kaja Kallas is emerging as a strong candidate to head the European Union’s foreign policy arm in the new European Commission, according to Politico.

Kallas, whose political party is part of the liberal bloc in Europe, has garnered significant support for the position.

Politico has spoken to eight European officials and diplomats, all of whom requested anonymity. According to these sources, a consensus is forming within the EU regarding the candidates for key positions in the Union’s leadership.

The current President of the European Commission, Ursula von der Leyen, is expected to be retained, while Roberta Metsola is likely to be re-elected as President of the European Parliament.

Former Portuguese Prime Minister António Costa is a strong contender for the position of President of the European Council, currently held by Belgian Charles Michel.

Kaja Kallas is being considered for the role of the EU’s High Representative for Foreign Affairs and Security Policy.

The position of High Representative is the least certain, but Kallas, as a prominent Prime Minister from Eastern Europe, is seen as an excellent choice for the European liberals. Kallas has expressed her interest in this position.

Previously, there was scepticism from some capitals regarding Kallas due to her “hawkish” stance on Russia. Critics feared she might overly focus on her region, neglecting other areas such as the Middle East and Africa.

However, this opposition has reportedly diminished, with many now agreeing that Kallas is a suitable candidate from a geographical, political, and diplomatic perspective.

These discussions are still preliminary, with more concrete negotiations expected during an informal leaders’ dinner on 17 June. A formal agreement is not anticipated before the leaders’ summit on 27-28 June.

The selection of top EU officials could happen relatively quickly, partly due to French President Emmanuel Macron’s unexpected decision to call for snap elections in France. This move is likely to limit Macron’s capacity to pursue his earlier idea of replacing von der Leyen as head of the European Commission.

Kallas’s potential appointment would mark a significant milestone, reflecting both her personal achievements and the rising influence of Eastern European leaders within the EU.

If confirmed, Kallas would be tasked with navigating the complex international landscape, balancing the EU’s relations with major powers and addressing global challenges.

The coming weeks will be crucial as EU leaders finalise their decisions on the Union’s top positions, shaping the strategic direction of the EU for the coming years.
