Pavel Durov, the founder and CEO of the encrypted messaging service Telegram, was arrested on Saturday evening at Le Bourget airport, France, upon landing in his private jet.
The 39-year-old Franco-Russian was accompanied by a bodyguard and a woman when the Gendarmerie des Transports Aériens (GTA) detained him. Durov was listed on the French wanted persons registry (FPR) and had a French warrant issued by the National Judicial Police Directorate, linked to an ongoing preliminary investigation.
French Warrant and Criminal Allegations
The French authorities issued the warrant due to allegations surrounding Durov’s platform, Telegram, which has become a haven for criminal activity due to its encrypted and untraceable nature. The Justice system believes that Durov’s lack of cooperation with law enforcement, combined with Telegram’s features such as disposable numbers and cryptocurrency transactions, has made him complicit in a range of illegal activities. These include drug trafficking, child exploitation crimes, and various types of fraud.
An anonymous source told TF1/LCI, “He made a mistake this evening. We don’t know why… Was this flight just a stopover? In any case, he’s now in custody.”
Since becoming aware that he was not welcome in France, Durov had limited his travel primarily to the UAE, former Soviet states, and South America, carefully avoiding European countries where Telegram is under heightened scrutiny.
Legal Proceedings and Potential Charges
After his arrest, Durov was taken into custody by the National Anti-Fraud Office (ONAF), part of the customs authority, and was expected to be brought before a judge on Saturday night. Investigators anticipate that Durov will face a range of serious charges, including terrorism, drug-related offenses, complicity in criminal activities, fraud, money laundering, and possession of illegal content.
Given the severity of the charges and Durov’s financial resources, which could enable him to flee, law enforcement sources expect that he will be placed in pre-trial detention. One investigator told TF1/LCI, “Durov will certainly be placed in provisional detention. He allowed countless crimes and offenses to be committed on his platform without taking action to moderate or cooperate.”
Telegram’s Role in Criminal Activities
The international significance of Durov’s arrest is clear. Telegram, known for its strong encryption, has gained notoriety as a platform favoured by organised crime syndicates, terrorists, and other malicious actors. Authorities believe that by detaining Durov, they can send a strong message to criminals using the platform while putting pressure on European governments to collaborate more intensively in countering the use of encrypted messaging services in illegal activities.
In addition to terrorism, Telegram has been at the centre of a range of criminal activities, including the distribution of illegal content such as child exploitation material. According to law enforcement, Telegram has become “the number one platform for organised crime” in recent years.
Broader Implications
This arrest could mark a turning point in efforts by European law enforcement to regulate encrypted messaging platforms and curtail their use in facilitating crime. While Telegram has been instrumental in providing secure communications for its legitimate users, its lack of moderation and unwillingness to cooperate with authorities has drawn criticism and now legal consequences for its founder.
