United States Provides €3.1 Billion in Budgetary Aid to Ukraine

The United States has disbursed $3.4 billion (€3.1 billion) in direct budgetary support to Ukraine, US Treasury Secretary Janet Yellen announced on Monday. The funding comes as Ukraine faces escalating Russian attacks on civilian infrastructure and populations.

Context and Purpose

According to the US Department of the Treasury, this aid is part of a broader package enacted under the bipartisan Additional Ukraine Security Appropriations Act for 2024. Yellen emphasised the critical importance of the assistance in helping Ukraine sustain its government operations and resist intensifying Russian aggression.

“This direct budgetary support arrives at a crucial time as Russia escalates its attacks on Ukrainian civilians and critical infrastructure,” Yellen said. “

Economic assistance from the United States and our allies is vital for Ukraine to preserve essential public services and sustain its valiant defence for a just peace.”

Conditional Assistance

The funds are tied to governance reforms, including improvements to law enforcement, enhanced transparency and efficiency of public institutions, and strengthened anti-corruption measures.

Since the start of Russia’s full-scale invasion in February 2022, the total US budgetary support to Ukraine has exceeded $30 billion (€27.5 billion). Much of this funding has been allocated to maintaining critical government operations, such as paying salaries for teachers and other civil servants.

Broader Financial Commitments

The latest tranche of aid is part of a wider financial framework coordinated with the US Agency for International Development (USAID) and the State Department. Earlier this month, the US Treasury transferred $20 billion (€18.3 billion) to the World Bank’s intermediary fund for Ukraine, representing the US contribution to the G7’s €45.8 billion ($50 billion) credit programme for the country. These funds are supported by revenue from frozen Russian sovereign assets.

Security Assistance

In addition to budgetary support, US President Joe Biden announced nearly $2.5 billion (€2.3 billion) in security aid for Ukraine on the same day. This package includes weapons and air defence systems sourced from Pentagon stockpiles, enabling rapid delivery to the battlefield.

Yellen reaffirmed the strategic importance of these efforts: “Ukraine’s success aligns with fundamental US national interests. We will continue to pressure Moscow through sanctions and fortify Ukraine to achieve a just peace.”

The United States remains a leading supporter of Ukraine’s efforts to withstand Russian aggression. This comprehensive approach—combining financial, security, and diplomatic support—demonstrates the international community’s commitment to ensuring stability in the region.

As Ukraine confronts the ongoing challenges of war and reconstruction, the continued provision of resources from its allies underscores a shared determination to uphold its sovereignty and democratic future.
