President Volodymyr Zelenskiy has disclosed that Ukraine has received a mere 10% of the substantial military aid package approved by the United States Congress earlier this year. This announcement comes as Ukraine faces intensifying pressure on the battlefield, with Russian forces advancing in the east and the Ukrainian military struggling against a well-resourced adversary.

In a video released on Wednesday, Zelenskiy expressed concern over the delays in the arrival of critical equipment and support. “You do your job. You count on reserves, you count on special brigades, you count on such equipment. And if you get 10% of all the package that has already been voted on… it’s not funny,” he stated. His comments, initially made to Nordic journalists on Tuesday, were later shared on his official Telegram channel.

A Critical Shortfall in Military Assistance

The aid package, amounting to $61 billion, was initially proposed last December but faced delays due to political divisions within the U.S. Congress, notably among Republicans. It eventually gained approval in April, yet logistical challenges have hindered its delivery, leaving Ukraine under-resourced for the ongoing conflict.

According to Zelenskiy, the delays are not rooted in funding issues. Instead, he pointed to logistical and bureaucratic barriers. “It’s always the question of bureaucracy or logistics, ideas or scepticism… This we will give you, this – will not,” he remarked. This lag in support has heightened concerns in Kyiv as Russian forces continue to target Ukrainian infrastructure.

Intensified Russian Pressure in Eastern Ukraine

Since Russia launched a large-scale invasion in February 2022, Ukraine has faced a formidable opponent with substantial resources and a larger standing military. Russia’s forces have recently accelerated their offensive in the eastern regions, aiming to pressurise Ukraine’s defence lines and gain ground before winter fully sets in.

Ukraine’s armed forces, though resilient, remain outgunned and outnumbered. The delayed arrival of U.S. aid further exacerbates these challenges, as Ukrainian troops continue to engage in daily skirmishes to hold the line against Russian advances.

Preparing for a Harsh Winter

This winter could prove to be one of the most difficult phases in the conflict for Ukraine. Russian long-range airstrikes have reportedly damaged nearly half of Ukraine’s power-generating capacity, compounding the already strained living conditions for civilians and military personnel alike. Kyiv anticipates intensified efforts to maintain energy supplies amidst continued Russian airstrikes targeting critical infrastructure.

The disruption of power facilities has led to periodic blackouts across several cities, with citizens urged to conserve energy. As temperatures drop, the humanitarian and logistical challenges posed by limited power supplies will place additional strain on Ukraine’s war effort, underscoring the need for accelerated international assistance.

NATO Air Defence Commitments Still Pending

Alongside the delayed U.S. aid, Zelenskiy mentioned that NATO countries had committed to providing Ukraine with six or seven air defence systems by the start of September. These systems are essential for countering the frequent Russian missile and drone attacks that have characterised the conflict. Despite the pledges, Ukraine has not yet received all of these systems, leaving Kyiv vulnerable to further long-range strikes.

Air defence systems are crucial in protecting civilian and military installations, particularly as Russia’s aerial attacks continue to disrupt critical infrastructure. The systems are also a key element of Ukraine’s broader strategy to protect its urban centres and essential services through the winter.

U.S. Political Landscape Adds to Uncertainty

The delayed military aid underscores the political complexities surrounding support for Ukraine within the U.S. Congress. Earlier this year, debates regarding the aid package highlighted divisions among lawmakers, particularly around the scale and duration of assistance provided to Ukraine. Some Republican representatives have voiced concerns over the sustained support, raising questions about whether future aid packages might face similar delays.

President Joe Biden has consistently reaffirmed the United States’ commitment to supporting Ukraine, viewing the aid as a critical element in countering Russian influence. However, the political backdrop in Washington means that logistical and bureaucratic challenges may persist, potentially affecting the timeliness and scale of future deliveries.

Implications of Delayed Support

As Ukraine braces for an arduous winter with limited resources and critical infrastructure under threat, the need for expedited aid deliveries is paramount. Zelenskiy’s comments underscore the urgency facing Kyiv as it grapples with a larger, better-equipped opponent and increasing domestic pressures.

The delayed support, both from the United States and NATO allies, may hinder Ukraine’s ability to withstand Russia’s ongoing campaign effectively.
