Recent developments in European and global diplomacy have highlighted potential challenges for Ukraine’s President Volodymyr Zelenskyy as Hungarian Prime Minister Viktor Orbán positions himself as a peacebroker in the ongoing Russia-Ukraine war. A series of meetings and conversations involving Orban, Russian President Vladimir Putin, U.S. President-elect Donald Trump, and other influential figures has raised questions about the Hungarian leader’s motives and their implications for Ukraine.
Orban’s Peace Initiative and its Backdrop
Viktor Orbán recently held a nearly hour-long phone conversation with Vladimir Putin, just days after a high-profile visit to Mar-a-Lago, Florida. There, Orbán, accompanied by Hungarian Foreign Minister Péter Szijjártó and business delegates, met with Donald Trump and billionaire Elon Musk. Following these discussions, Szijjártó hinted at upcoming developments tied to Orban’s proposed “peace mission” aimed at ending the Russia-Ukraine war.
This is not the first time Orbán has assumed the role of mediator. During Hungary’s EU presidency earlier this year, Orban visited Kyiv for talks with Zelenskyy before traveling to Moscow to meet Putin, drawing sharp criticism from the Ukrainian leader. Zelensky’s scepticism towards Orbán’s intentions resurfaced following the latest phone call with Putin, with the Ukrainian president sarcastically noting that at least Orban had not held talks with Syrian dictator Bashar al-Assad.
Hungarian Prime Minister Viktor Orbán’s claim that Ukraine rejected a proposed Christmas ceasefire and prisoner exchange was firmly refuted by Kyiv. Ukrainian Presidential Advisor Dmytro Lytvyn asserted, “Ukraine did not authorise Hungary for anything. As always, Ukraine is working daily to secure the release of prisoners, and relevant negotiations for a significant exchange by the end of the year have been ongoing for two weeks now.”
A Coordinated Effort with Trump?
What makes Orban’s recent actions particularly significant is the apparent alignment with Donald Trump, who is set to assume the U.S. presidency in January 2025. Trump has maintained a close relationship with Orban, whom he considers a key ally in Europe. Their partnership raises concerns about a coordinated strategy that could complicate Ukraine’s position in the war and its relationship with the international community.
Trump’s approach to the Russia-Ukraine war has previously signalled a departure from the strong support Kyiv received under the Biden administration. Observers note that Trump may be inclined to prioritise a negotiated settlement over continued military aid to Ukraine. This stance, combined with Orban’s overtures to both Putin and Trump, creates an environment where Ukraine could be portrayed as obstructing peace efforts, regardless of the realities on the ground.
The Risk for Ukraine’s Leadership
For Zelenskyy, the situation presents a diplomatic and strategic challenge. Orban’s peace proposal, coordinated with Trump’s vision, could be used to shift international narratives. By positioning himself as a pragmatic mediator, Orban might influence public opinion, particularly in the United States, where there is growing fatigue over prolonged involvement in foreign conflicts.
Zelenskyy’s alleged rejection of Orbán’s proposed Christmas truce could be leveraged by critics to portray him as resistant to peace efforts. Such a narrative, amplified by Trump’s allies, risks eroding American public support for Ukraine—support that remains vital for sustaining military and financial aid.
A Calculated Diplomatic Trap
Analysts suggest that Orbán’s actions are not merely independent peace efforts but part of a larger strategy. His meeting with Trump and subsequent communication with Putin hint at a calculated move to corner Zelenskyy. The Hungarian leader’s overtures could serve to highlight Ukraine’s supposed intransigence while legitimising Trump’s potential shift in U.S. policy.
The strategy appears to capitalise on Zelenskyy’s diplomatic style, which often involves firm, uncompromising rhetoric. This approach, while effective in rallying support among allies, could be exploited to portray the Ukrainian president as unyielding in the face of reasonable proposals, however disingenuous they may be.
The Role of American Politics
Trump’s expected foreign policy direction also adds complexity. His administration is likely to prioritise domestic concerns and seek a quick resolution to the Russia-Ukraine war. In such a scenario, Ukraine’s resistance to proposals perceived as peace initiatives could be framed as a failure to appreciate the efforts of global leaders like Orbán and Trump.
Moreover, influential figures like Elon Musk, who has publicly commented on the war, and members of Trump’s inner circle could amplify this narrative. Musk’s social media posts, often critical of Zelenskyy, reflect a broader trend among Trump’s allies to question U.S. support for Ukraine.
Ukraine’s Path Forward
For Ukraine, navigating this diplomatic landscape requires a recalibration of its approach. While Zelenskyy has successfully galvanised international support through strong messaging, the shifting global context necessitates a more nuanced strategy. Ukraine’s leadership must anticipate potential traps and adapt its rhetoric to counter narratives that seek to undermine its position.
Constructive engagement with allies, including those promoting controversial initiatives, could enable Kyiv to maintain the moral high ground. At the same time, Ukraine must consistently emphasise the realities of Russian aggression and the dangers of premature peace agreements that compromise its sovereignty and territorial integrity—a delicate and highly complex balancing act.
