Hungarian Prime Minister Viktor Orbán recently visited Mar-a-Lago at the helm of a high-profile delegation, meeting with U.S. President-elect Donald Trump, entrepreneur Elon Musk, and Mike Waltz, Trump’s nominee for National Security Advisor.

The Orbán-Trump Relationship: A History of Mutual Support

Orbán has long been a staunch supporter of Trump, standing out as one of the few European leaders to back him during both his presidency and subsequent campaigns. Trump, in turn, has reciprocated this alliance, placing Orbán among the first leaders to receive a congratulatory call following his electoral victory. This longstanding relationship underscores Orbán’s distinctive position within Trump’s international network, setting him apart from the President-elect’s more measured and distant engagements with traditional U.S. allies like French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky.

Hungary’s Role in Russia-Ukraine Peace Efforts

Orbán’s visit to Mar-a-Lago, accompanied by Hungarian Foreign Minister Péter Szijjártó—fresh from discussions with Russian Foreign Minister Sergey Lavrov—has intensified speculation about Hungary’s aspirations to play a mediating role in the Russia-Ukraine war. Reports suggest that Trump values Orbán’s perspective on the conflict, possibly viewing him as a more pragmatic interlocutor compared to other European leaders.

Orbán has previously attempted to mediate in the conflict. Early in Hungary’s EU presidency, he visited Kyiv for talks with Zelensky and subsequently travelled to Moscow to meet with Russian President Vladimir Putin. However, these moves, conducted without EU coordination, drew sharp criticism from other European leaders, who viewed them as undermining collective efforts to counter Russian aggression.

A New Peace Initiative?

There are indications that Orbán may embark on another round of shuttle diplomacy, leveraging his rapport with Moscow and Beijing to influence negotiations. Observers speculate that he could soon meet with Zelensky, Putin, and Chinese President Xi Jinping, seeking to establish Hungary as a neutral broker in the conflict.

However, Orbán’s ability to mediate is complicated by Russia’s entrenched demands, which include Ukrainian demilitarisation, recognition of Russian sovereignty over annexed territories, and constitutional changes in Ukraine favouring Russian interests. These conditions are unacceptable to Ukraine and its Western allies, making any Orbán-led peace initiative unlikely to gain widespread support.

Trump’s Diplomatic Calculations

For Trump, Orbán’s involvement provides an opportunity to showcase his diplomatic acumen before his inauguration on 25 January 2025. The President-elect is reportedly eager to achieve progress on the Russia-Ukraine conflict, viewing it as a key foreign policy priority. However, relying on Orbán’s mediation carries significant risks. Any resolution perceived as favouring Moscow could strain U.S. relations with NATO and EU allies, undermining Western unity.

Orbán’s approach also risks isolating Hungary within the EU. His overtures to Moscow and Beijing have already drawn condemnation from European leaders, who see them as inconsistent with EU efforts to support Ukraine.

Economic and Strategic Dimensions

Beyond the geopolitical stakes, Orbán’s diplomacy reflects Hungary’s broader economic and strategic ambitions. Strengthening ties with the U.S. could bolster Hungary’s standing amidst escalating U.S.-China tensions. As one of the few European leaders with strong connections to both Moscow and Beijing, Orbán is uniquely placed to manage these intricate relationships.

Orbán’s outreach to Trump could also bolster Hungary’s economic ties with the U.S., providing a counterbalance to its existing relationships with Russia and China. For Trump, engaging with Orbán offers potential leverage in broader negotiations with Moscow and Beijing, aligning with his vision of reshaping U.S. foreign policy.

Challenges and Prospects

Despite the potential benefits, Orbán’s diplomatic efforts face significant obstacles. Russia’s firm stance on the conflict, coupled with Ukraine’s resistance to territorial concessions, limits the scope for meaningful negotiations. Additionally, Orbán’s perceived alignment with Moscow and Beijing undermines his credibility as a neutral mediator.

Trump’s administration will also face numerous challenges, both domestic and international, which may diminish Hungary’s role in U.S. foreign policy after the initial transition period. Orbán’s influence on Trump, therefore, may prove short-lived, contingent on immediate diplomatic successes.
