Germany in the Crosshairs: Russian Propaganda Aims to Weaken NATO and Back the AfD

The United States has once again accused Moscow of attempting to influence its electoral processes, but this time, the spotlight has also turned towards Germany. According to recent reports, Russia has been targeting Germany with disinformation campaigns aimed at weakening support for Ukraine and bolstering the far-right political party Alternative for Germany (AfD).

This revelation forms part of a wider pattern of Russian influence operations targeting Europe and the US, reportedly orchestrated by the Kremlin, according to Spiegel.

Various reports have consistently pointed to online channels with connections to the Russian government disseminating propaganda in Germany. These channels have been particularly active in the past two years, with the FBI identifying Germany as a central target for disinformation efforts. According to an FBI report, the Kremlin is behind these campaigns, with the goal of undermining support for Ukraine, damaging NATO’s reputation, and fostering political gains for the AfD.

This disinformation effort aligns with Russia’s broader geopolitical aims of diminishing the cohesion and strength of Western alliances, particularly those countries that support Ukraine. Germany, as one of Ukraine’s key backers since Russia’s invasion two years ago, has been a focal point for these operations. Moscow’s strategy appears to be based on sowing discord within Germany and its allies to create divisions that benefit Russian interests on the international stage.

US Response and Sanctions

The United States government has long accused Russia of meddling in its own electoral processes. On 5 September 2024, the US took decisive action by imposing a fresh round of sanctions on individuals and organisations linked to Russian disinformation campaigns. Among those targeted are key figures from the state-run Russian news outlet RT, including its editor-in-chief Margarita Simonyan. This move follows the release of court documents by American ministries, which detail Russia’s interference in the current US presidential election campaign.

The sanctions are part of a broader effort by the Biden administration to counter Russian influence operations. These sanctions, alongside the FBI’s recent findings, are intended to expose the extent of Moscow’s involvement in global disinformation campaigns. The US has made clear that it views Russia’s actions as a threat to both its democratic processes and those of its allies.

Russian Disinformation Tactics

At the heart of Russia’s disinformation operations is a tactic that the FBI has labelled the “Doppelgänger” campaign. This strategy involves creating fake websites that closely resemble legitimate media outlets and public institutions. These imitations are used to spread misinformation, manipulate public opinion, and exacerbate political tensions. The FBI report reveals that these efforts are not the work of rogue elements but are directed and controlled by the highest levels of the Russian government, particularly the Presidential Administration in Moscow.

The report includes detailed accounts of meetings where Russian operatives discussed strategies to “discredit” the US, UK, and NATO, while spreading their version of events regarding the war in Ukraine. One such meeting led to a decision to focus efforts particularly on Germany, given its pivotal role in supporting Ukraine and NATO.

The AfD’s Role in the Disinformation Campaign

A significant aspect of Russia’s disinformation campaign in Germany is its apparent support for the AfD. The far-right party, which has consistently criticised Germany’s support for Ukraine and questioned NATO’s role, appears to be a key beneficiary of Russia’s efforts. The FBI report cites documents attributed to the Russian Social Design Agency, a company allegedly involved in the disinformation operations, which outline a plan to “escalate internal tensions” in countries allied with the United States. The aim, according to the report, is to promote Russia’s interests by undermining political stability in these nations.

The AfD is viewed by Moscow as a vehicle for achieving its geopolitical goals in Germany. According to one document, the party is to be portrayed as “martyrs” who suffer for the sake of democracy and Germany’s national interests. This narrative is to be promoted through various means, including the dissemination of fake videos and websites. The German news outlet t-online has previously reported on this effort, highlighting the extent of Russian involvement in shaping political discourse in the country.

A Continued Threat

The findings of the FBI underscore the scale and sophistication of Russia’s disinformation efforts in Germany. As one of Europe’s most powerful nations and a key supporter of Ukraine, Germany is a prime target for these influence operations. By spreading disinformation, Russia seeks to weaken Germany’s resolve in supporting Ukraine and destabilise its political system by promoting fringe elements like the AfD.

The US has taken a firm stance against Russian interference, as evidenced by its latest round of sanctions. However, the international community remains on high alert as Moscow’s disinformation tactics evolve. For Germany, the challenge lies in countering these efforts while maintaining its commitments to Ukraine and the broader NATO alliance.
