Russian forces have gained a critical technological advantage in their offensive against Ukraine by utilising illicit Starlink terminals to access satellite internet, according to The Washington Post.
These black market devices have allowed Russia to close the technological gap, enhancing battlefield coordination, drone operations, and artillery precision, despite U.S. efforts to block access to this technology. Ukrainian soldiers report that the use of Starlink has become a key factor in Russia’s recent military successes.
Ukraine’s armed forces, which have relied heavily on Starlink for secure communication and drone reconnaissance since the full-scale invasion in 2022, now face a more technologically advanced Russian force. The proliferation of Starlink terminals among Russian troops has allowed them to mirror Ukraine’s battlefield strategies, which were previously enabled by Starlink’s fast and reliable internet connectivity.
The satellite internet provided by Starlink revolutionised Ukraine’s military operations, enabling commanders to control drone assaults, tweak artillery coordinates in real time, and securely communicate across the front lines. Ukrainian soldiers have relied on Starlink terminals to replace slow and insecure radio transmissions, giving them a tactical advantage over the less modernised Russian military.
However, Ukrainian forces have recently observed Russian troops using the same Starlink technology. Drone footage captured near Novohrodivka showed Russian forces utilising Starlink terminals, allowing them to coordinate movements, assaults, and artillery more effectively than before. A platoon commander from Ukraine’s 93rd Mechanised Brigade confirmed that Russian forces have significantly improved their battlefield agility and accuracy due to Starlink.
According to Ukrainian officers, this technological shift has played a pivotal role in the Russian capture of key positions, such as Vuhledar, where Ukrainian forces were overwhelmed by a combination of manpower, weaponry, and Russian use of Starlink.
Black Market Starlink Terminals
The Starlink terminals used by Russian forces are obtained through a burgeoning black market. The devices, which can be easily purchased for a few hundred dollars and activated globally, have found their way to the Russian front lines despite sanctions prohibiting U.S. electronics from reaching Moscow. These terminals are critical in enabling Russian forces to maintain live battlefield views, secure communications, and precise targeting capabilities.
Several websites and Telegram channels are offering Starlink terminals to Russian military personnel. One site provides terminals for just over $1,000, complete with customer service and tips on how to minimise the risk of detection. Testimonies from Russian soldiers show high levels of satisfaction with the system, praising its speed and reliability.
These black market terminals are typically activated using foreign identities, with many being purchased in Europe and funnelled through countries such as the United Arab Emirates before reaching the front lines. Russian forces have also employed techniques to bypass the geographic restrictions that SpaceX has placed on its service, ensuring their continued access to satellite internet.
Challenges in Curtailing Russian Use
Both Kyiv and Washington are working to address the issue of Russian access to Starlink, but the problem has proven difficult to resolve. The U.S. Department of Defense and SpaceX are collaborating to prevent unauthorised access, while the U.S. Treasury Department is investigating potential sanctions violations related to the illicit flow of Starlink terminals. SpaceX has claimed that it deactivates terminals used by sanctioned or unauthorised parties, though specifics on how many Russian terminals have been taken offline remain undisclosed.
One of the main challenges is the shifting nature of the front lines. Analysts have pointed out that any attempt to block Starlink signals in areas of Russian control risks also cutting off Ukrainian troops, who may be operating nearby or even within Russian territory. Ukrainian soldiers involved in incursions into Russian territory, for example, have found their Starlink terminals deactivated due to geofencing restrictions, though workarounds have been developed.
Elon Musk’s Role
The controversy surrounding Elon Musk and SpaceX’s involvement in Ukraine has deepened with the issue of Russian access to Starlink. While SpaceX initially provided Ukraine with free access to Starlink following the 2022 invasion, Musk later threatened to cut the service, citing the high costs of operation. He ultimately reversed his decision under public pressure, but concerns remain in Ukraine over his company’s ability or willingness to prevent Russia from using Starlink.
Ukrainian soldiers and commanders have expressed frustration with Musk, accusing him of not doing enough to curb Russian access. Some have even questioned his political sympathies, referencing his communication with Russian officials during the early stages of the war. These concerns have been compounded by reports that Musk denied Ukraine’s request to extend Starlink coverage for a planned drone attack on Russia’s Black Sea Fleet.
A Widening Technological Gap
The ongoing use of Starlink by Russian forces has created significant challenges for Ukraine. Ukrainian soldiers have destroyed Russian Starlink terminals where possible, but the widespread availability of these devices suggests that Moscow’s forces are not facing severe shortages. This technological parity has diminished one of Ukraine’s few advantages in its war against Russia’s larger military force.
While the presence of Starlink terminals is not the only factor behind Russia’s recent advances in eastern Ukraine, it has undoubtedly played a role in Moscow’s ability to reclaim key positions. Ukrainian officers remain concerned that unless measures are taken to curtail Russian access to Starlink, the balance of power on the battlefield will continue to shift in Moscow’s favour.
